The development of inflorescence primordia (IP) is clearly described in : .Noyce, P., Harper, J. D. I., Steel, C. C., & Wood, R. M. (2016). A new description and the rate of development of inflorescence primordia over a full season in Vitis vinifera L. cv. chardonnay. American Journal of Enology and Viticulture, 67(1), 86-93.

A description of IP stages is in: Noyce, P.W., J.D.I. Harper, C.C. Steel, and R.M. Wood. 2015. A practical method for staging grapevine inflorescence primordia in season 1, with improved description of stages. Am. J. Enol. Vitic. 66:492-501.

Briefly-stage 4 is seen, in the primary latent bud, 2-3 weeks post budburst. Stage 4 is the last of the anlagen (which are stage 1,2,3,4) and the first IP to show inner and outer arms. Stage 4 can undergo differentiation to stage 5a (which then always develops to a full mature inflorescence by budburst next season) Or not differentiate when it develops into a tendril.
