Briefly-stage 4 is seen, in the primary latent bud, 2-3 weeks post budburst. Stage 4 is the last of the anlagen (which are stage 1,2,3,4) and the first IP to show inner and outer arms. Stage 4 can undergo differentiation to stage 5a (which then always develops to a full mature inflorescence by budburst next season) Or not differentiate when it develops into a tendril.
